Feels like accelerationist tripe.
I’m skeptical that empires have stages and supposing existing empires will obey these stages is dubious. Previous efforts to suss out patterns in history for the purpose of predicting the future have not gone well.
One of the interesting things he said was that history doesn’t necessarily repeat itself, but there are echos. I think he was saying there’s some leeway in the steps. Although, looking through history, they follow pretty closely.
