    I know it wasn’t him but really feel like he would give homeless people fake money so they get arrested

      That was a popular police tactic back in the 1980s. They’d have a guy pretend to be drunk with money falling out of his pocket. Easy arrest. Eventually the courts called it entrapment. Definitely a Rudy style trick
