I think you’re right, but getting coverage that is wide and deep enough for an indefinite general is daunting and there’s guaranteed to be folks negatively impacted. Hospitals understaffed, food processing, elder care, etc.
Japan I think had a bus drivers strike where they kept working but didn’t charge fares. Automated payments make that harder but some places would need that model to avoid harm, and without real preparedness I’m afraid harm will be unavoidable.
