Why do doctor and nurse strikes work? Because when there are no doctors or nurses it puts pressure on those in power to act. If all doctors refuse to follow the law it can have a similar effect as a strike. Plus all the bad press the lawmakers will get if doctor after doctor is arrested. It will be a media shit storm.
