I agree, but often times these are written intentionally confusing. The info should be presented in a manor that the entire population can understand it clearly.
Make the existing situation more digestible while improving the education system. Unfortunately, there are many adults that are no longer in the education system that won’t directly benefit from better education standards, so we need to accommodate them as well.
