This isn’t abnormal. I work in an HR department for state legislature. The assembly and senate members will often give some of their staff temporary bonuses in the form on a temporary increase in salary. During the legislative term staff can sometimes work 16+ hour days depending on their role as a staffer with the member they work for. Since we are all salaried these staff are not paid overtime. They get comped time to take off extra hours for every hour they worked, but depending on office logistics, they aren’t always able to use that time and it expires at the end of the legislative term.

The elected officials all get an office budget to work with, which is passed via state budget law. It’s up to the elected official how to use the funds as long as they aren’t doing anything illegal.

I don’t know jack shit about how staff salary works at the national congressional level.

The gifts were noted in the staffers’ annual financial disclosure forms that were published by the administration last week.

Trump is garbage, but in this instance it might be a nothing burger.
