What does make big rocks into little rocks mean?
back in the day prisoners were put in rock quarries to pick axe rocks into smaller rocks. it did nothing useful but kept them busy and not sitting in a cell.
The little rocks were used to pave early automobile roads. That’s why most state department of transportation offices are located next to jails.
