Are physical mail generally not under surveillance? If everyone suddently ditched electronic communications and start writing letters, would governments be able to surveil everyone? (Is it practial?)

In a large country, the percentage of mail that crosses their border is much lower than in a small country.

If you post a serious question on friday and are looking only for legitimate answers, then please include the [Serious] tag on your post. Irrelevant replies will then be removed by moderators.

If you intentionally annoy, mock, harass, or discriminate against any individual member, you will be removed.
