The Pound is not that much more than the Dollar (£1 is $1.35), and a liter is not that much smaller than a gallon (1 gallon is 3.79 liter).
1 US gallon in the UK would be £7.20 which is $9.73
To be the equivalent of $31 per gallon, it would need to be £6.05 per liter.
1.9 x 3.8 (litre to gallon) x 1,35 (gbp to usd) = $9,75. Still a lot more, but not as high as $31.
