Windows Update. If the thing was off for a while, expect windows update to cripple it until it’s satisfied.

Thermals. If your CPU hits 90+ degrees then it’ll have to throttle down to save itself. Cleaning the dust helps a lot with that because dust is an insulator and traps heat in.

You’re a bit out of luck as far as upgrades go for that platform, but if you have 1 stick of RAM and get another one you’ll feel a difference.

Edit: but to answer your question: The stuttering while opening applications isn’t from that GPU. It can game mostly fine at 1080p medium to low.
Either you need more RAM (16gb minimum these days) or your CPU is showing its age first, which I’m gonna guess is an Intel i5 4000 series or maybe 7000 series.

Yes, the Swedish diesel electric subs are really quiet and hard to detect in a war game scenario, but that is done with many artificial constraints to the defending CSG, which is tightly packed in a relatively small patch of ocean that the Swedish sub knew and could plan for.
In reality those subs are stealthy only while traveling at 6 knots and the CSG can travel at 30 over vast expanses of water, with an effective strike range of 2000 miles.

I’ve been happily sitting on my R5 2600x for so many years now lol. My MB is an MSI B450 Pro Carbon and it can easily handle a 5950x or 5800x3D or whatever.
Add another 2x8 gb ddr4 for 32GB total and I’ll be seeing some insane performance relative to what I’m already happy with, which will last me another 5 years easily unless the mobo dies.
It’s really insane how well designed AM4 is.
