No it comes from long experience of knowing they will get away with it.
Then why didn’t they do it before? Or sooner?
There’s a reason they delayed doing this.
Because they’ve been slowly sounding out how much they could get away with for a long time: pushing the envelope a little bit further, seeing what the response is, and then pushing it some more then they see they can get away with it.
