According to whom? Even Israel calls them “settlers.”
Israel considers the Syrian Golan heights and large chunks of the Palestinian West Bank including Jerusalem as parts of Israel. They effectively occupy and control the entire area of Palestine.
Of course Israel considers them part of Israel. That’s their alleged casus belli.
