Android 14: Why is the Internet tile in Quick Settings always on?

This might not by exactly a version 14 problem, I updated from an older phone recently, but it annoys me a lot. When I'm connected on mobile or wifi, the internet tile is white (on). Fine When I have mobile off, and wifi on but no recognized...

I am observing this on xperia 10 IV

Not seeing this on LineageOS, it goes dark when disconnected from both networks.
