That study included people age 18 and up with no upper limit and 30% of the participants were over 60. Not saying this is an invalid study, but there are a few caveats to the conclusion.

The article is making a case for a supreme court challenge to these Constitution violating cameras and fines. The Australian cases just a viral opener for the topic.
