I doubt it’s a recent thought, knowing civil engineers, they’re absolute perverts when it comes to concrete.
I like this perspective, it makes me think some anxious drivers are just more aware of how bad they are. I doubt they’re much worse (and probably better) than the average new driver, but the lack of awareness in the average new driver probably covers the anxiety.
I’d say don’t leave it a long time, even if it’s just pootling round an empty parking lot, even pretty confident experienced drivers feel anxiety after a crash, you’re just not quite sure of yourself for a bit. Putting it off is just going to make it harder.
(Also absolutely they don’t need to drive, but it’s a hella useful skill - some confidence building lessons with a pro would probably help)

Interestingly.as far as I’m aware Germans Italians were one of the last “ethnicities” to be considered white, alongside the Irish.
Edit: Originally said Germans, left the comment because it’s more about how whiteness is more about in group acceptance than actual skin tone.
Genuinely curious, is it just as a side effect of appearing to come from an EU server that means you trigger automated privacy systems? Or is there a legal basis by which you can say “I routed this through an EU server therefore I’m subject to EU privacy law” (maybe there isn’t even a difference)
